I hope that this helps some people who also have problems with using Pico TTS. I had extensive clipping when using it with german Language with navit. eSpeak sounded to robotic, so i wanted to use Pico TTS. The Problem was, that the created wave files had extensive squeaking/scratching sounds, so that you almost couldn't understand anything.
pico2wave -w /tmp/direction.wav -l 'de-DE' '<volume level='50'> in 300 metern links abbiegen'
theres also a switch for the pitch: <pitch level='150'>
and you can switch it on/off mid sentence 'Hello there <pitch level='400'> i am a smurf </pitch> and now i'm not'

I searched endlessly for any command to give to pico2wave, to get a better sound quality. The only things i found where other people having the same problem... intro: Hello, one major reason I have stayed on windows for so long was the lack of a really good free tts system for linux. I even tried out some of the commercial ones. In windows I have a short cut key set up to speak what ever text I have high lighted using Microsoft's Zira voice. The best sounding voice IMO. Well I finally came up with a solution, and because I re-install more often than I should and my memory doesn't work worth a damn I decided to share it here in the hopes I'll come across it when I forget how I did in the in the first place.
The Solution. It was surprisingly simple. Download the 32bit version of SpeechPlatformRuntime.msi from https://www.microsoft.com/en-us/download/details.aspx?id=27225 and MSSpeech_TTS_en-US_ZiraPro.msi from https://www.microsoft.com/en-us/download/details.aspx?id=27224 this should work with the other voices as well.
after that you should be able to use any windows tts program that uses Microsoft Speech Platform v11. I use Balabolka's Command Line Utility http://www.cross-plus-a.com/bconsole.htm it's a simple console app and doesn't require any extra dependencies.
I typed this up mostly from memory so other dependencies may be required.
